Since the weather is very temperate in Southern California there's never really a bad time to go. Mornings are a great time to go if you want to watch the surfers, and evenings are ideal for a beautiful sunset over the ocean. If you are looking to avoid crowds, don't plan on visiting in the mid to late afternoon.
