Monrovia City Hall is located on Ivy Avenue adjacent to the city's police and fire departments in the Old Town district. The city operates under a council-manager form of government, with four elected city council members and a mayor.
City Council meetings are held the first and third Tuesdays of the month. The city was founded in 1886 by railroad builder William N. Monroe.
