Established in 1967, the Wisconsin Department of Transportation plans, builds and maintains Wisconsin's network of state and interstate highway system. It operates a business management division that manages day-to-day business in the areas of personnel, payroll, information technology, research, library, fleet, purchasing, fiscal services, graphic design, printing, and risk and safety programs. The Wisconsin Department of Transportation maintains a business services bureau that provides a range of services, including centralized purchasing, employee safety assurance, records and forms management, and communication support and warehousing. The department additionally operates a motor vehicles division that registers vehicles, licenses drivers and administers motor vehicle laws, as well as supports a vehicle emissions testing program. It additionally operates a transportation investment management division that undertakes long-term multimodal transportation planning, and guides the use of state and federal transportation funds based upon the research and data analysis of the state's transportation systems.
